This is what I learned in the article that I read today it seems that the Pacific Northwest has slow growing season for trees. At Jefferson Park in the Central Cascade Range in Oregon. Because the snow typically covers the meadows until July or August and returns again November or December. That all changes since are climate is rising and with the climate rising the snow is melting quicker and earlier in the months. As a result of this the tree amount rose from 8 to 35 percent from 1950 to 2008 but this may actually be a bad thing. Reason being is because these tall trees block out the light that meadow grasses, shrubs and wild flowers need to survive. The researchers of Oregon State University haven't yet discovered which plant or animal will be endangered.

This falls under the aegis of the Department of Transportation’s Pipeline and Hazardous Material Safety Administration through its Office of Pipeline Safety. One of the many questions is how can this be when they have more than hundred inspectors to make sure there pipelines are at top condition and ready to be used.
